Man Charged With Killing ISP Trooper Has Court Appearance

(UNDATED) – A man arrested for hitting and killing an Indiana State Police Trooper was in court this week.

DeKalb County Court Officials say 42 year old Terry Sands II of Marion, Indiana had a pretrial hearing. The judge granted a continuance for his jury trial, which was scheduled for August, and now has been set for March of 2024. Sands’ attorney requested the continuance after announcing they had received new evidence in the case.

Sands is charged with murder, resisting law enforcement - use of a motor vehicle causing death, causing death when operating a motor vehicle with a controlled substance, and knowingly/forcibly resisting law enforcement in the March 3 death of 50 year old Master Trooper James R. Bailey.

ISP officials say that 4:30 PM on March 3, Bailey was assisting other troopers on I-69 with traffic back up as a result of weather related vehicle crashes near the 326 mile marker south of Auburn.

Bailey became aware of an individual driving at a high rate of speed evading an officer from the Fort Wayne Police Department on I-69 approaching his location. Bailey attempted to deescalate that vehicle pursuit by deploying stop sticks. ISP officials say Bailey was struck by the suspect vehicle and critically injured. He was treated at the scene and then taken to a nearby hospital where he died from his injuries.
